North Korea unveiled a plan for reunifying the Korean Peninsula that includes a phased withdrawal of U.S. forces from South Korea, arms cuts by Seoul and Pyongyang and an easing of political and military confrontation between the two nations. A government communique said the founding of a new republic, to be known as Koryo, is the best way to solve the reunification question. The North Korean Central News Agency, monitored in Tokyo, distributed the communique and said letters will be sent to the United States and South Korea about the proposal.
