Former Federal Reserve Chairman Paul A. Volcker backed a substantial increase in the federal gasoline tax and other excise taxes as ways of reducing the federal deficit. Speaking at a Washington conference on the deficit, Volcker said that progress appears stalled on reducing the deficit. He warned that a rise in domestic consumption and continued dependence on foreign capital places a large burden on the Federal Reserve Board.
