South African President Pieter W. Botha issued his first warning to the far-right Conservative Party since it gained power in 90 town councils last month, saying threats to restore old-style apartheid could shower South Africa with international sanctions. “It’s easy for someone to get on a platform and beat his chest, but it’s a different matter to defend South Africa’s case abroad and keep sanctions at bay,” Botha told an audience of his ruling National Party in Pretoria. “I hope they reconsider.” Some Conservatives have threatened to close public parks and other facilities to blacks. However, few of the Transvaal towns where the Conservatives won most of their gains have desegregated public facilities in the first place.
