About 5,000 Haitian demonstrators bearing placards reading “Nov. 29, Never Again” and “The Country Will Have Democracy” marched through Port-au-Prince to mark the first anniversary of election-day massacres that left more than 30 people dead. Haiti’s military ruler, Lt. Gen. Prosper Avril, who declared Nov. 29 a national day of commemoration, said in a decree on state-run television that he will create a civilian-military commission to investigate the killings. The victims were hacked, shot and beaten to death by gunmen linked to the deposed Duvalier family dictatorship.
