The San Francisco Police Department says it may not be able to reach hiring and promotion goals for women and minority officers until 1993, four years beyond the deadline set by a U.S. District Court. “We have made tremendous progress in 9 1/2 years but litigation, more than anything, has slowed the timetable considerably,” said Kathleen Hurley, coordinator of the department’s Consent Decree Division. The delay was criticized by lawyers representing women and minority police officers. Attorney Jim Wheaton accused department officials of a “lack of will.” Hurley said the department has appointed all the women sergeants and inspectors required under the decree. But still remaining to be hired are two more captains, 23 lieutenants, 100 sergeants and 60 inspectors.
