Rep. Norman D. Shumway (R-Stockton) announced that he will reintroduce legislation to make English the official language of the United States, saying that similar measures passed by three states in November’s election prove the idea is gaining momentum. Shumway said he will offer a revised version of a proposed constitutional amendment he introduced last year and it will include provisions that would not prohibit bilingual education, foreign language instruction, protections of public health and safety or translators in courts. In all, 17 states, including California in 1986, have adopted measures making English the official state language.
