President Reagan will make a nationally televised farewell speech to the nation before he leaves office in mid-January, his spokesman said. After eight years as President, Reagan becomes a private citizen on Jan. 20. His spokesman, Marlin Fitzwater, said Reagan would not deliver a final State of the Union address but wanted to address Americans in a televised speech about his presidency.
