China said that a Dutch woman broke the law by being at the scene of a Tibetan demonstration during which Chinese police shot her in the arm. A Chinese Foreign Ministry spokesman said that Christina Meindersma, 26, of Amsterdam violated a law that forbids foreigners to mingle with Tibetans during riots. She was among at least 13 people injured during the protest Saturday in Lhasa, the Tibetan capital, in which Chinese officials said a Tibetan Buddhist monk was killed. Meindersma was also accused of violating customs regulations by bringing into Lhasa a banned book by the Dalai Lama, Tibet’s exiled former leader. However, authorities in Beijing said she was free to leave China.
