Four men believed to be leading members of the outlawed Irish Republican Army have been arrested by security forces in Northern Ireland, police said. A police spokesman said in Belfast that they were among 11 people seized Thursday after discovery of a large bomb north of the city, 50 yards from an elementary school. All are to appear in court today charged with conspiracy to murder. Officials did not disclose their names.
