WORLD : Poland Embraces Private Business

WARSAW —
The Communist-controlled Polish Parliament today approved a bill allowing any private person to open a business of unlimited size and a law giving foreigners an open door to operate businesses in Poland.
The law, which takes effect Jan. 1, is the first major measure to reach the statute books under an economic reform program launched in the fall of 1987. According to official figures, private industry at present employs only about 12% of the state industrial work force.
