TWO FREDS ARE BETTER THAN ONE DEPT.: Fred Silverman, the former president of NBC, and Frederick Pierce, the former president and chief operating officer of ABC Inc., are joining together in the Pierce/Silverman Co. Though they’re best known for their commercial TV ties, the emphasis in the new venture will be on taped software, cable and home video.
