The Senate, voting unanimously, confirmed Carla Anderson Hills as U.S. trade representative, Robert A. Mosbacher as secretary of commerce and Samuel K. Skinner as secretary of transportation. But one troubled nomination hit an unexpected snag. Acting at the request of the White House, the Senate Finance Committee indefinitely postponed today’s confirmation hearing for Louis W. Sullivan to be health and human services secretary. While a White House aide attributed the postponement to a routine delay in an FBI background check, Committee Chairman Lloyd Bentsen (D-Tex.) said he felt the request was “curious.” Sullivan, the only black selected for Bush’s Cabinet, has been criticized by anti-abortionist groups.
