Saudi Arabia reaffirmed its quota policy for the annual hajj pilgrimage to Islam’s holiest shrines. After rioting in Mecca during the 1987 pilgrimage in which 402 people--including 275 Iranians--died, the kingdom declared that only one person out of every 1,000 in Muslim countries would be allowed to make the trip.
