Assembly Bill Introductions: Higher Education: AB 461 by Assemblyman Tom Hayden (D-Santa Monica) would place a $1-billion bond issue to expand higher education facilities on the June, 1990, primary election ballot for voter consideration.

Lottery: AB 428 by Assemblyman Richard E. Floyd (D-Carson) would authorize daily California State Lottery Lotto drawings. The drawings now occur twice a week.

Lottery: AB 425 by Assemblyman Richard E. Floyd (D-Carson) would repeal a prohibition of state lottery games based on horse race results. This would permit an Irish Sweepstakes-type lottery game.

School Safety: AB 450 by Assemblywoman Marian W. LaFollette (R-Northridge) would require each public school in the state to adopt a safety plan designed to protect its students from harm, unless the school can demonstrate that there is no need for it because of a low occurrence of crime on campus.

Bonds: AB 441 by Assemblyman John R. Lewis (R-Orange) would require official analyses of state bond ballot measures to include the estimated total cost of voter approval, including principal and interest charges.

Judges: AB 443 by Assemblyman John R. Lewis (R-Orange) would require ballot designations of incumbent judges to include the name of the governor who first appointed them and the date of their appointments.

Senate Floor Action: Armenians: Passed and sent to the Assembly on a 36-0 vote a resolution (SJR 2) by Sen. Newton R. Russell (R-Glendale) urging President Bush and the Congress to use every diplomatic and political means to stop the anti-Armenian riots in Soviet Azerbaijan that have killed or injured hundreds of Armenians.

Bill Introductions: Elections: SCA 9 by Sen. Leroy Greene (D-Carmichael) and SCA 10 by Sen. William Campbell (R-Hacienda Heights) would require the joint election of the governor and lieutenant governor nominated by the same political party, starting with the 1990 general election. This change was requested by Gov. George Deukmejian in his State-of-the-State message.

Asia: SB 349 by Sen. Alfred E. Alquist (D-San Jose) would create a California Center for the Study of Asia to help private industry, university and government officials to better understand Asian business practices, language, culture, science and technology developments. The proposed center also would be charged with finding ways to improve California-Asia relations.
