Washington Readies Special Crime Effort

Police Chief Maurice T. Turner Jr. plans to declare a crime emergency Tuesday that would allow him to immediately redeploy hundreds of officers to fight the city’s escalating violence, officials said Saturday.

The crime emergency does not give police officials any additional powers, such as those conferred in a state of emergency, said corporation counsel Frederick D. Cooke Jr.

Officials said changes include:

--About 175 sworn police officers who perform administrative tasks will be placed on street duty one day a week.

--Police recruits in the training academy will be placed on street duty for two days a week after 10 weeks of training.

--The number of police cadets, who perform administrative tasks, will be nearly doubled to 400.
