IMPACT OF BUSH PLAN ON LOCAL INSTITUTIONS

President Bush’s plan to rescue the beleaguered savings and loan industry calls for an increase in premiums that banks and S&Ls; pay for federal deposit insurance. Under the proposal, bankers would see their premiums rise from 83 cents per $1,000 in deposits to $1.20 in 1990 and rise again to $1.50 in 1991. S&Ls;, which currently pay $2.08 for every $1,000 in deposits, would pay $2.30 in 1991 and drop to $1.80 in 1994. The accompanying chart estimates the amount each bank and S&L; in Orange County is paying now, and what each would pay under Bush’s plan, based on deposits as of Sept. 30, 1988. Because there are certain deductions that banks can take, the premiums for banks are overstated by about 5% on average.
