Uniform Outside Income Rule Asked
WASHINGTON — President Bush’s ethics commission agreed today there should be a uniform limit on the outside income earned by top government officials but called on Congress to set the limit and to let the President exempt some activities, such as scholarly writing.
The eight-member panel completed its fifth and final working day still sharply divided over moonlighting by judges, members of Congress, top executive branch officials and the most senior aides in all three branches.
