* Robert W. Stallings, president and chief executive of Metropolitan Savings in Dallas, has been appointed chairman and chief executive of Western Savings & Loan, a money-losing thrift based in Phoenix.

Milton Whiting, acting chairman, said Stallings will assume the post full time April 3.

“Stallings and Gary Miller, president and chief operating officer, will restructure Western Savings and help return it to the profitability and growth it has been known for in Arizona for six decades,” Whiting said.

Last Friday, Western reported a fourth-quarter loss of $153 million.
