From Times wire services

A bomb blast shattered windows in the British Council library today, hours after visiting Foreign Secretary Sir Geoffrey Howe was given a petition condemning British author Salman Rushdie’s “The Satanic Verses.”

The British foreign secretary arrived in the predominantly Muslim nation Monday for a two-day stay. Police said the bomb, planted under a tree outside the British Council building and triggered by a timing device, went off at 1 a.m. and shattered the windows of the library and surrounding shops in central Islamabad. The blast caused no further damage and no casualties, they said.
