Philippine voters turned out for nationwide village elections that were billed as the final phase of President Corazon Aquino’s plan for political normalization. Since coming to power three years ago, Aquino has held elections for the national Congress and for provincial councils under her plan to restore democratic institutions dismantled under former President Ferdinand E. Marcos. About a million candidates ran for more than 280,000 positions in the village council elections. Authorities said at least 16 people were killed in election-day violence.
