Long Beach : Public Speaking Time at Council Meetings Cut

Talkative council watchdogs will have to trim their speeches under an ordinance given preliminary approval this week by the Long Beach City Council.

The proposal, aimed at a few gadflies who comment frequently and at length on council matters, reduces the amount of time that an individual can speak on a matter from five to three minutes. Those speaking at public hearings will continue to have five minutes, however, and the mayor will have the discretion of extending the comment period beyond three minutes.

Only Councilman Ray Grabinski voted against the ordinance, which passed 7 to 1.
