There were 55,159 Limited English Proficiency (LEP) students enrolled in Orange County schools as of March, 1988, the latest information available. LEP students are defined as those for whom English is not their first language and who score higher in their primary language than in English on basic skills assessment tests. Statistics are kept for the top 10 primary languages (other than English) in California. Spanish is far and away the top primary language among LEP students in Orange County, outstripping the second-place Vietnamese by more than a 5-to-1 margin.
