Assembly Floor Action: False IDs: Passed and sent to the Senate on a 67-1 vote a bill (AB 165) by Assemblyman Richard E. Floyd (D-Hawthorne) to increase the punishment for a person under 21 years of age using false identification to purchase alcohol from a $200 fine to a $250 fine plus 24 to 32 hours of community service.

Super Agencies: Passed and sent to the Senate on a 42-30 vote a bill (AB 136) by Assemblyman Richard E. Floyd (D-Hawthorne) to greatly reduce the role of six state “super agencies,” such as the Health and Welfare Agency or the Youth and Adult Correctional Agency, by transferring most of their responsibilities to specific separate state departments, boards, offices and commissions. Most of the super agencies were created during the administration of former Gov. Edmund G. Brown Jr. as part of a restructuring of the executive branch.

Committee Action: Conflict of Interest: The Elections Committee approved a bill (AB 31) by Assemblyman Ted Lempert (D-San Mateo) to prohibit a Board of Equalization member from voting on a tax case if anyone associated with the case had given the member a campaign contribution in the last year. An 8-0 vote sent the bill to the Assembly floor.

Pro Wrestling: The Governmental Organization Committee approved a bill (AB 1040) by Assemblyman Richard E. Floyd (D-Hawthorne) to repeal state licensing requirements for professional wrestlers and promoters. Pro wrestling, Floyd said, need not be regulated because it is entertainment, not a sport. A 16-0 vote sent the bill to the Ways and Means Committee.

Senate Floor Action: Advertising Trailers: Passed and sent to the Assembly on a 37-0 vote a bill (SB 819) by Sen. Alan Robbins (D-Van Nuys) to authorize police to remove advertising trailers parked without permission on public property. The bill was requested by the Los Angeles City Council because of complaints that such trailers are traffic hazards and eyesores.

Committee Action: Infants: The Health and Human Services Committee approved a bill (SB 1070) by Sen. Daniel E. Boatwright (D-Concord) to establish a Sudden Infant Death Syndrome advisory task force to develop training, educational and research programs regarding SIDS, which claims the lives of about 800 California babies each year. An 8-0 vote sent the bill to the Appropriations Committee.

Reapportionment: The Elections Committee approved a constitutional amendment (SCA 27) by Sen. Bill Lockyer (D-Hayward) to take away from the Legislature the power to redraw the boundaries of legislative and congressional districts after a census and give the authority to a bipartisan appointed commission. A 4-0 vote sent the measure to the Constitutional Amendments Committee.
