Calling for a “renewed spirit of cooperation” at City Hall, former City Councilman Floyd Morrow on Wednesday announced his candidacy to recapture his former 5th District seat.

Morrow, a 56-year-old lawyer who served on the council from 1965 to 1977, will oppose Councilman Ed Struiksma and lawyer Mike Eckmann this fall as Struiksma seeks a third four-year term representing the northeastern San Diego district. Linda Bernhardt, a former aide to Councilwoman Abbe Wolfsheimer, also is expected to enter the 5th District contest.

“I worked effectively with both Democrats and Republicans during my 12 years on the City Council,” said Morrow, a former local Democratic Party chairman. “I believe I have the maturity, experience and understanding of people and their problems that has been lacking in this office.”

Morrow, who has lived in the district, in Kearny Mesa, for more than 30 years, has won 12 of 20 political races. Most of his victories came in races for seats on the San Diego County Democratic Party Central Committee. His most recent loss was in last year’s San Diego mayoral race against Maureen O’Connor.
