The State Lands Commission has banned plastic foam containers at food service stands within its jurisdiction and also ordered prepared food to be served in containers that decay within two years. Lt. Gov. Leo McCarthy, chairman of the commission, and state Controller Gray Davis, also a member, said plastic foam was being targeted because the manufacture of the materials is believed to be a contributor to global warming.
