Ronald N. Tapper has been named executive vice president of National Education Corp., Irvine, responsible for corporate strategic planning. Tapper, who joined the company in 1980, had been senior vice president. In addition, Christine A. Gattenio and Keith Ogata were named vice presidents. Gattenio is controller and Ogata is treasurer.
