From Times staff and wire service reports

Pledging to provide “stronger state leadership and vbrision” to solve California’s problems, Republican Sen. Marian Bergeson of Newport Beabrch today declared her candidacy for lieutenant governor in 1990.

Bergeson, who is known as a moderate but describes herself as a “pragmatic conservative,” said she would use the nearly powerless lieutenant governor’s job as a kind of bully pulpit to rally Californians on such issues as education, transportation and economic development.

Bergeson, 61, joins Sen. John Seymour of Anaheim, whose district adjoins hers, as the first two Republicans in the race to unseat Democrat Leo T. McCarthy, who has said he intends to run for a third term.
