The Bush Administration, anticipating that Gen. Manuel A. Noriega will try to rig elections in Panama, is considering additional punitive measures against the strongman after today’s presidential balloting, U.S. officials said. The officials, who declined to be identified, said the options range from an effort to seize Noriega’s assets abroad to enlisting the support of friendly democratic countries in a campaign to increase Panama’s international isolation.
