Appointed his legal affairs secretary, Vance W. Raye of Sacramento, 43, to a Sacramento Superior Court judgeship. The judicial post pays $84,765 a year. At the same time, he appointed Houston T. Carlyle Jr. of Sacramento, 41, to become his legal affairs secretary. That job pays $81,635 yearly. A Republican, Carlyle formerly served as the governor’s liaison with local government. Assembly Floor Action: Bill Limits: Approved on 53-18 and 55-16 votes a pair of resolutions (ACR 1 and ACR 2) by Assemblymen Tom Hayden (D-Santa Monica) and Stan Statham (R-Oak Run) to limit members of the Assembly to the introduction of 45 bills per session and members of the Senate to 70 bills per session. Some exceptions would be allowed, however. Lottery: Rejected on a 17-46 vote a bill (AB 425) by Assemblyman Richard E. Floyd (D-Carson) to repeal a prohibition on state Lottery games based on horse racing results to permit an Irish Sweepstakes-type lottery game. Contracts: Passed and sent to the Senate on a 47-10 vote a bill (AB 320) by Assemblywoman Jackie Speier (D-South San Francisco) to give purchasers of dating service or weight loss contracts three days in which to cancel them. Dogs and Cats: Passed and sent to the Senate on a 57-9 vote a bill (AB 1842) by Assemblywoman Speier to make it a misdemeanor crime to sell, buy, give away or accept any dog or cat to be used as food. Committee Action: Liquor Taxes: The Revenue and Taxation Committee approved a bill (AB 2066) by Assemblywoman Lucy Killea (D-San Diego) that would more than double state liquor taxes to raise an estimated $205 million yearly. A 6-4 vote sent the bill to the Ways and Means Committee. Senate Floor Action: Rapid Transit: Passed and sent to the Assembly on a 21-13 vote a bill (SB 1) by Sen. Alan Robbins (D-Tarzana) to abolish the Southern California Rapid Transit District, transferring its powers to the Los Angeles County Transportation Commission, which would be renamed the Metropolitan Transit Authority of Los Angeles. Car Radio Noise: Rejected on an 18-14 vote with a two-thirds or 27 votes required for passage a bill (SB 1130) by Sen. Cecil N. Green (D-Norwalk) to prohibit drivers of motor vehicles from allowing radio sound system noise to be heard more than 25 feet away when driving on a public road. Reconsideration granted. Committee Action: State Spending Limit: The Appropriations Committee approved a constitutional amendment (SCA 1) by Sen. John Garamendi (D-Walnut Grove) to repeal portions of the voter-approved state spending limit, also known as the Gann limit. A 7-0 vote sent the measure to the Senate floor. Bill Introductions: Hispanics: SCR 49 by Sen. Green would designate Sept. 11-17 as Hispanic Heritage Week.
