Alien Charged in Fatal Hit-and-Run

An illegal alien was charged Friday in the hit-and-run death of a retired policeman who died trying to shield a movie crew in Koreatown from the accused’s oncoming car, authorities said.

Antonio Harold Rosas, 24, faces felony counts of vehicular manslaughter, hit-and-run driving that resulted in a death and driving with a blood-alcohol level of more than .20, which is twice the legal limit for intoxication, said Sandi Gibbons of the district attorney’s office.

Rosas, a Colombian living in Los Angeles, was also charged with a fourth count of driving under the influence of alcohol while causing injury. If convicted, he could receive a maximum of 16 years in prison.

Rosas is accused of running down Allan DeLapp, 60, of Torrance, a retired Los Angeles policeman who worked for the last eight years as a motorcycle officer for movie studios. DeLapp was on his motorcycle Wednesday escorting a film crew for “Dead Men Don’t Die” through Koreatown when a driver sped through a stop sign at Oxford Avenue and slammed into him.
