Floor Action:

AIDS: Passed and sent to the Senate on a 41-33 vote a bill (AB 1719) by Assemblyman Tom Hayden (D-Santa Monica) to require employers with more than 25 full-time employees to provide an AIDS education program for workers by July 1, 1990.

Discrimination: Rejected on a 47-26 vote a bill (AB 16) by Assemblyman Johan Klehs (D-Castro Valley) to repeal the state tax-exempt status of private social clubs that discriminate on the basis of race, sex, age, color or religion. A two-thirds vote (54 votes) was required for approval.

Mental Health: Passed and sent to the Senate on a 62-5 vote a bill (AB 360) by Assemblyman Bruce Bronzan (D-Fresno) to require health insurance providers to also offer mental health coverage.

Cal-Vet Home Loans: Passed and sent to the Senate on a 50-17 vote a bill (AB 2139) by Assemblyman Bob Epple (D-Norwalk) to set up a 13-county pilot program to allow veterans to apply for Cal-Vet home loans of up to $140,000 instead of only $90,000. Affected counties would include Los Angeles, Orange, Ventura and San Diego.

Education: Passed and sent to the Senate on a 45-27 vote a bill (AB 11) by Assemblywoman Teresa Hughes (D-Los Angeles) to require elementary schools to teach students about suicide, eating disorders, AIDS, substance abuse and pregnancy.

Farm Products: Passed and sent to the Senate on a 55-3 vote a bill (AB 1212) by Assemblyman Rusty Areias (D-Los Banos) to develop a “California Grown” seal or logo for growers to use as a marketing tool to increase consumer awareness of state farm products.

Food Labeling: Passed and sent to the Senate on a 43-21 vote a bill (AB 618) by Assemblywoman Jackie Speier (D-South San Francisco) to require labels of prepackaged food to display specified nutritional information, such as fat and cholesterol content.

Domestic Violence: Passed and sent to the Senate on a 58-0 vote a bill (AB 349) by Assemblyman Robert Campbell (D-Richmond) to authorize the Los Angeles city attorney’s office to develop videos containing information on domestic violence problems for people of Asian and Latino descent.

Committee Action:

Firearms Safety: The Ways and Means Committee approved a bill (AB 1860) by Assemblyman Rusty Areias (D-Los Banos) to require the state Department of Fish and Game to establish a basic firearms safety course to be completed by an individual before obtaining a pistol, revolver or other concealable weapon. A 15-4 vote sent the bill to the Assembly floor.

Senate

Floor Action:

Graffiti: Passed and sent to the Assembly on a 34-0 vote a bill (SB 1073) by Sen. Cecil Green (D-Norwalk) to allow the courts in vandalism cases involving graffiti to order convicted defendants to clean up the damaged property.

Cockfighting: Passed and sent to the Assembly on a 29-5 vote a bill (SB 1587) by Sen. David A. Roberti (D-Los Angeles) to increase the penalties for cockfighting, make it easier to prosecute violators, and outlaw certain paraphernalia used at cockfights.

Committee Action:

Contracts: The Judiciary Committee approved a bill (AB 320) by Assemblywoman Jackie Speier (D-South San Francisco) to give purchasers of dating services or weight loss contracts three days in which to decide to cancel them. An 11-0 vote sent the bill to the Appropriations Committee.

Motorcycle Helmets: The Senate Transportation Committee approved a bill (AB 8) by Assemblyman Richard Floyd (D-Carson) to require all motorcycle riders and their passengers to wear safety crash helmets. A 7-1 vote sent the bill to the Appropriations Committee.

China Bloodshed: SJR 35 by Sen. John Garamendi (R-Walnut Grove) calls for an end of the the killing of Chinese student demonstrators by Chinese soldiers in Beijing and asks the Chinese government to work toward a peaceful resolution of the current political crisis. A 5-0 vote sent the resolution to the Senate floor.
