Two Arizona Thrifts Seized: Federal regulators placed Western Savings & Loan and Sun State Savings & Loan into receivership. Western is Arizona’s second largest thrift. A weakened real estate market in the Phoenix area has contributed to the problems of the state’s financial institutions.
