Cuba has arrested a highly decorated army general on corruption charges, and sources in Washington report more arrests of Cuban military officers in what could be a major shake-up in Havana. Staff members of the Washington-based Cuban-American National Foundation, who follow events in Cuba closely, said that Defense Minister Raul Castro, brother of President Fidel Castro, made a passing reference in a speech late Wednesday to “some followers” of Maj. Gen. Arnaldo Ochoa being arrested. Ochoa’s arrest was announced by the Cuban government earlier in the day. Ochoa is accused of corruption in connection with illicit sugar sales in Angola. He is described as one of the rising stars of the Cuban military and had commanded Cuban troops in Angola, Ethiopia and Nicaragua.
