The Philippine military filed murder charges against a university employee who reportedly said he helped Communist rebels kill a U.S. Army anti-insurgency expert. State prosecutors recommended no bail for Donato Continente, 27, who was arrested on the campus of the state-run University of the Philippines, where he was working as a clerk on the university newspaper. New People’s Army rebels claimed responsibility for the April 21 ambush of Col. James N. Rowe, 51, gunned down by assailants in a speeding car. Continente has reportedly said he did not take part in the attack but helped by conducting surveillance on Rowe weeks before he was killed.
