Two commanders in the intelligence division of the Mexico City police department were arrested on charges they took part in the 1984 slaying of investigative reporter Manuel Buendia. Officers Juventio Prado Hurtado and Raul Perez Carmona are being held at the Northern Penitentiary, officials reported. A police source said three intelligence division agents also were arrested. Jose Antonio Zorrilla Perez, director of the now-disbanded Federal Security Administration, has been indicted on charges of masterminding the May 30, 1984, killing of Buendia.
