Many drivers do not understand the bickering about territorial ratings for automobile insurance.

Since Proposition 103 allows insurance companies to base rates partially on the individual driver’s record, the companies should not lose money. If South-Central Los Angeles drivers careen about the streets as if they are in a demolition derby, they will pay the highest premiums. If drivers in Eureka snail-crawl down the road like undertakers, they will pay the lowest rates. The ones who cost the most will pay the most. Fair is fair.
