Gorbachev to Speak on Soviet TV

Amid reports of a high-level Kremlin policy meeting, the government newspaper Izvestia said Soviet President Mikhail S. Gorbachev will speak to the nation on television today.

Arrangements for the speech, which will replace the usual evening news broadcast, were disclosed in the weekend television programs listed by the newspaper Friday. There was no hint on what the speech might contain.

“This looks like something important,” said one analyst in a major Western embassy. “There is no sign of anything really dramatic happening, but Gorbachev does not go on television unless he thinks he has a message he must put over.”

Earlier Friday, Gorbachev presided over a session of the Supreme Soviet, the newly revamped Soviet parliament.
