The Hong Kong legislature unanimously urged Britain to offer refuge to the colony’s people, who face Communist Chinese rule starting in 1997. The Legislative Council adopted the motion despite London’s refusal to give the vast majority of Hong Kong’s 5.7 million people the right to live in Britain. British Foreign Secretary Geoffrey Howe, back in London after a three-day visit to Hong Kong, said Beijing should take early steps to restore confidence in China’s intentions toward Hong Kong.
