A Miami community panel reviewing police activities after January’s riots has called for an overhaul of police hiring practices and a permanent board to investigate citizen complaints against officers. The Overtown Independent Review Panel also recommended increasing the number of black officers in Miami from 18% to 21% and expanding the hours of a police substation in the city’s Overtown section, the center of three days of riots that left one dead. City Manager Cesar Odio said he “agreed with the general tone of the report” to be discussed by city commissioners this week. But Police Chief Perry Anderson called most of the panel’s suggestions unnecessary.
