Salary Set for Interim Manager

Palos Verdes Estates will pay interim City Manager Richard Malcolm a monthly salary of $6,000, along with $2,500 a month for living expenses during the three months he is expected to be on the job.

The salary was announced Tuesday by the City Council, which also authorized a $37,069 severance payment to the former city manager Gordon Siebert, who was fired by the council on June 22. The payment to Siebert, which Finance Director Bill Yeomans said was made under the terms of Siebert’s employment contract, included six month’s salary totaling $31,704 and 22 days of accumulated vacation pay, $5,365.

Malcolm, 65, a veteran city manager and a semi-retired management consultant in Sacramento, said Wednesday that a permanent manager should be on the job in Palos Verdes Estates by early November. He said he will spend “quite a bit of time” recruiting, screening and reviewing job applicants for presentation to the council. Two applications already are in, he said.

Malcolm, who has been a city manager in San Marino, Claremont, Simi Valley and Scottsdale, Ariz., said he will rent an apartment in the South Bay and commute to his Sacramento home once or twice a month.
