Bill Introductions:

China Investments: AB 2533 by Assemblyman Tom Hayden (D-Santa Monica) would require state public employee retirement systems to sell billions of dollars in investments in banks and other firms doing business in China. The measure is a response to the Beijing government’s crackdown last month on pro-democracy students. Senate Floor Action: Gambling: Rejected on an 8-10 vote a bill (AB 110) by Assemblyman Richard E. Floyd (D-Carson) to increase the fine from $1,000 to $2,000 for first-time convicted gambling offenders but also allow them to do community service work instead of going to jail. Exhibit: Passed and sent to the governor on a 36-0 vote a bill (SB 92) by Sen. Henry J. Mello (D-Watsonville) to appropriate $100,000 for a state exhibit at the 1992 World Exposition in Seville, Spain. Japanese-Americans: Passed, on a 38-0 vote, and returned to the Assembly for concurrence in amendments a resolution (ACR 37) by Assemblywoman Jackie Speier (D-South San Francisco) urging school textbooks to reflect that the internment of Japanese-Americans during World War II was a violation of human rights and not a military necessity. Confirmation: Confirmed on a 25-7 vote the gubernatorial reappointment of Albert C. Taucher of Long Beach to the state Fish and Game Commission. Confirmation: Confirmed on a 32-0 vote the gubernatorial reappointment of former Republican Assemblyman Bruce Nestande of Orange County to the state Transportation Commission. Committee Action: Reservoir Covers: The Health and Human Services Committee approved a bill (AB 1767) by Assemblyman Mike Roos (D-Los Angeles) to require water officials to consider the recreational benefits and the character of the surrounding community when deciding whether to cover drinking water reservoirs. A 6-0 vote sent the bill to the Appropriations Committee.
