Hopkins Development Co., Newport Beach, bought Boat Canyon Shopping Center on Coast Highway in Laguna Beach for $4.75 million from Crescent Partners, a Santa Ana limited partnership.
Hopkins said it plans to expand the center from 27,000 square feet to 57,000 square feet.
The developer also said it would build residential units atop the retail buildings if the city approves.
Architect for the project is Morris Skenderian of Laguna Beach.
