NATION : Top Koch Aide Who Left Under Fire Indicted on Perjury Charges

Joseph DeVincenzo, a former top aide to Mayor Edward Koch who left City Hall under a cloud of allegations that he ran a patronage mill for the mayor, was indicted today on perjury charges, officials said.

DeVincenzo, former special assistant to Koch and head of the mayor’s Talent Bank, was questioned under oath by the state integrity commission and denied his office awarded jobs in exchange for political support for the mayor.

DeVincenzo was indicted on perjury charges by the Manhattan district attorney’s office, officials there said.

The Talent Bank, created to promote the hiring of minorities and women, was also believed used by political bosses to reward the party faithful. Members of the state Commission on Government Integrity called into question DeVincenzo’s testimony in private before the panel on two days in July, 1988, and one day in January.
