Sites Where Stealth Built Probed: Two federal agencies, prompted by complaints by a Boeing Co. employee fired last week, are investigating possible overcharges to the Defense Department on a complex of buildings where work is being done on the B-2 Stealth bomber. The investigators are also looking into the possibility that Seattle developer David Sabey, who leases the complex to Boeing, was given an improper tip that the buildings would be needed, congressional aides told the Seattle Post-Intelligencer. Sabey Corp. denied any wrongdoing and both companies said they were cooperating fully in the inquiry, launched last year on complaints brought by Kevin Kelly, a Boeing electrical inspector fired last week. Kelly said he believes that the government was charged almost $2 million more than it should have been for the construction of three buildings.
