Six shrimp boat captains in Galveston and Freeport, Tex., were ticketed by the Coast Guard for failing to observe new trawling rules designed to keep sea turtles from drowning. Regulations require shrimpers to limit trawling to 105-minute intervals or use excluders, big boxes attached to nets with hinged sides that turtles can swim through. Those without the devices are fined. The maximum fine for a first and second offense is $8,000. The maximum fine for a third offense is $12,000.
