A key Japanese Cabinet official publicly apologized for an extramarital affair, the latest scandal to hit Japan’s troubled governing party. Chief Cabinet Secretary Tokuo Yamashita, 69, said at a televised news conference that he was “seriously considering” whether to resign or remain in office. His remarks came after a magazine alleged that he had an affair with a 26-year-old woman he met at a Tokyo bar in 1984 and offered her $21,000 in hush money one week before he assumed office Aug. 9.
