Collection of child-support payments reached a record $4.6 billion nationwide last year as a federal-state enforcement program brought in nearly $4 for each dollar it spent, the government said. Health and Human Services Secretary Louis W. Sullivan said the $4.6 billion was 18% higher than collections in 1987 and was the 13th consecutive annual increase since the start of the Child Support Enforcement Program.
