Secretary of State James A. Baker III and Soviet Foreign Minister Eduard A. Shevardnadze are expected to sign an agreement at their meeting Sept. 22-23 expanding superpower cooperation on human rights, Bush Administration sources said. The memorandum of understanding, now being drafted by federal agencies, will also outline U.S.-Soviet cooperation on new topics, such as rule of law, occupational safety and women’s issues, White House officials said. The two are to meet in Wyoming’s Grand Teton National Park.
