OPEC oil ministers meeting in Geneva failed for a second day to agree on whether the cartel can pump more oil without dragging down prices. The ministers of the Organization of Petroleum Exporting Countries decided to resume talks this evening after giving participants time for informal discussions. Members are divided on whether the cartel should raise its output ceiling of 19.5 million barrels a day to accommodate revenue-hungry countries such as Kuwait and the United Arab Emirates. Analysts said the group most likely will postpone substantive decisions until November.
