House Votes to Repeal Benefits Law: The House voted overwhelmingly to repeal a controversial and complex employee benefits law that requires employers to provide similar health and pension benefits to all employees. Business groups, especially small-business owners, had argued that the law, a provision of the tax code known as Section 89, was unworkable and they would be forced to drop many benefit plans for all workers to avoid discrimination in favor of highly paid employees. The repeal passed on a vote of 390 to 36 as part of a $16.6-billion deficit reduction bill that is pending in the House.
